How the evaluable-claim tax is calculated.

For evaluable claims, Emergency Ordinance 80/2013 defines six brackets. Each carries a fixed base plus a percentage applied to the portion of the claim value above the lower bound of the bracket. The structure is not arbitrary — the upper brackets are built so the formula produces a continuous increase, without jumps.

The first bracket covers values up to 500 Lei. The fee is 8% of the value, with a floor of 20 Lei. For a 400 Lei claim, the fee is 32.00 Lei. For a 200 Lei claim, the floor applies and the fee is 20.00 Lei.

The second bracket covers 501 – 5,000 Lei. The formula is 40 Lei plus 7% of the portion above 500 Lei. For the Sigilia canonical example — a civil claim of 5,000 Lei — the calculation is 40 plus 7% of 4,500, giving 40 plus 315, or 355.00 Lei.

The third bracket covers 5,001 – 25,000 Lei. The formula is 355 Lei plus 5% of the portion above 5,000 Lei. For 10,000 Lei, the fee is 355 plus 250, or 605.00 Lei.

Brackets four, five and six cover 25,001 – 50,000, 50,001 – 250,000 and above 250,000 Lei, with rates of 3%, 2% and 1% applied on top of a fixed base. The full values are published in the Sigilia catalogue and update under Law 199/2025.
